Diferentes Sentidos e Consequências para Políticas Digitais

Este artigo explora as distinções conceituais e políticas entre soberania digital popular e autonomia, examinando seus sentidos e implicações para pesquisas sobre políticas digitais. À medida que a soberania digital se torna cada vez mais central nesses debates, têm emergido, especialmente na América Latina, abordagens populares que ressignificam a soberania a partir de perspectivas comunitárias e da classe trabalhadora. Paralelamente, a autonomia tem sido um conceito-chave na articulação de engajamentos coletivos feministas, indígenas e decoloniais com as tecnologias digitais. Embora ambos os conceitos busquem reivindicar o controle sobre as tecnologias digitais “desde baixo”, eles diferem em seus fundamentos teóricos e consequências políticas. Com base em uma análise conceitual, o artigo traça os modos pelos quais esses termos têm circulado nos discursos acadêmicos. A primeira seção mapeia os sentidos diversos da soberania digital, com ênfase em abordagens de baixo para cima. A segunda seção historiciza a noção de soberania popular na América Latina e seu papel no enfrentamento da dependência tecnológica. A terceira seção analisa três tradições-chave de autonomia: o marxismo autonomista, o feminismo e o anarquismo, e a autonomia coletiva latino-americana, com destaque para o zapatismo. A seção final compara esses conceitos, ressaltando seus objetivos convergentes, mas relações divergentes com o Estado, bem como suas consequências para os debates sobre soberania digital e autonomia.
